Yes, but this is different than Mueller - who needed to build an actual legal case. The House can impeach the President for any reason they like, as long as they are willing to endure the political blowback. Fake opinions about the President's phone call are more than sufficient. They clearly think that with the MSM playing defense for them, the blowback will be survivable.
