Depends upon how many units were administered, and what the victims’ BSLs were at the time.
Insulin lowers BSL (blood sugar level); therefore they’d probably have a hypoglycemic event. It’s bad; I’ve been thru 5 since May 1st, when I was first diagnosed.
I take 4-8 units of Novolog (quick acting, short lasting) at breakfast/lunch/dinner on a sliding BSL scale after blood test, and 8 units of Lantus (slow acting, long lasting) at bedtime, also on a sliding BSL scale.

My daughter, now 21, was 9 when diagnosed with type 1 diabetes. She’s on Humalog and Lantus.
As a loving father, I can understand, if not really walk in your shoes.
At least the girl will never have tattoos, unlike a lot of her friends. She gets poked with needles enough.
I’m a type 1. Not only do I not make any insulin, everyone tells me to just lose weight and exercise because they heard on TV that’s how you get diabetes.
They don’t realize there’s two very different types that should have been named totally different diseases.
Anyway, I’ve over dosed insulin because I thought I was going to eat some carbs and didn’t, or just got a strong batch (years ago this could happen).
On a pump now so not as many problems but I still have to bolus before each meal.
