That the Ukraine has been a pit of funds misappropriation over the decades is likely the reason for reluctance on the part of the corrupt [on average] Congress to allow investigation/sunshine.
Almost makes one want the Russians to finish invading Ukraine, I’m sure they would find some interesting records and people in Kiev.
