I see it 100% opposite. Black religiosity is an indicator of smart, worshipful, and faithful people which is usually a strong indicator of good families.
His above sentence is ignorant and arrogant to the extreme.
Actually, I see 350 murders per year in Baltimore as evidence of these folks being primitive and unenlightened.
