Is California, of all places, the only state where abridgment of constitutionally enumerated rights by misguided state actors was appropriately dealt with in the context of the 14th Amendment (14A) even though taxpayers, not offending state actors, probably payed the settlement?

There is evidence that Christians are indirectly hindering federal lawmakers from making 14A-based laws to strengthen freedom of religious expression.
More specifically, if you Google “reasons that Christians don’t vote” you will probably get many links. These links are evidence that Christians are not using their G-d-given voting power to either elect, or keep in office, federal lawmakers who might otherwise be willing to exercise Congress’s 14A power to make laws that discourage anti-Christian activist state actors from abridging freedoms of religious expression and speech.
In other words, Christians have arguably put themselves in a situation where they are giving anti-Christian judges an excuse to legislate anti-Christian laws from the bench because Christians are not supporting with their votes federal lawmakers who might otherwise be willing to make protective laws for judges to enforce.
In fact, patriots who value their constitutionally enumerated protections of freedom of religious expression and free speech consider that Acts 22:25-29 shows that Apostle Paul got out of a flogging by claiming his Roman citizenship.

Depends on who is in charge of the FedGov. As sad as that is.
The gay couples who went after the Christian bakers and wedding photographers could have gone elsewhere. They chose not to. They SPECIFICALLY sought out people who did not agree with the LGBT agenda.
To the Left, there is no concept of mutually-respectable differences of opinion. There is only “right think” and “wrong think”. They consider anyone who does not agree with them to be monstrously evil, to be hunted down, silenced and destroyed.
The Left, and LGBT+ lobby will not compromise. They are on a jihad to eliminate “wrong think”.

freedom of speech
freedom of thought and written word
freedom of conscience
and freedom of religion
I’ll add freedom of movement
We will see there are those opposed to these and they must be countered
the line is only crossed when you try to dictate to others how you want them to be and then try to use force to exert your point of view ON THEM

Since the homosexual/racial rights platform is based upon the (specious) premise that they are genetically oriented toward same-sex attraction and thus should be protected from discrimination, which causes them harm, then born again Christian should be able to claim that they are spiritually oriented against same-sex attraction, and being forced to support it causes them harm.
