First of all it is questionable whether this person is actually a whistleblower since they changed the definition to include hearsay.
Secondly, there should be an examination of how actual whistleblowers have been treated to establish best practices since so many have their lives ruined for trying to hold power to account.
The record of the Obama administration on this issue was not a good one. We can do better, but part of doing better is rooting out corrupt practices, like changing rules to protect political hacks.

Depends on the case. If a whistle blower reveals corrupt accounting on a defense contract, for example, then anonymity is acceptable.
But in the case of a hearsay document that could spell the end of a presidency,the witness should be out in the light of day being cross examined.
