Do they have guerilla fighters down there? I would worry we could have initial victories, but then get bogged down in a guerilla war. The cartels are well armed.
And there are people in Mexico who are concerned about any American military in Mexican soil, regardless of the reason for being g there.

I think it would be like what we did with Syria . Use of drones and special forces to capture or kill leaders. Would give us a great excuse to put soldiers on the border. Would probably make it much easier to restrict migration with military operations near by . Sounds like a great idea to me. If we can stabilize the country for them why not? It would be the most worthwhile thing since we entered world war 2 .

I don't agree with your premise. We wouldn't need an all out war with carpet bombing and Army divisions grunts going street to street. All we need is the Mexican President to give us infiltration privileges and clandestine location support (housing and such) and our Spec-Op teams can take these narco-terrorists out by stealth. It's no secret to PTB's where they live and where and how their supply system is.
