I’ve heard that northern Virginia has gotten so liberal/Democrat as to tip the balance of the whole state.

Hasn’t the same thing happened elsewhere, such as Chicago’s weight overriding more conservative downstate Illinois, New York City overrides upstate New York?

Yes, and Yes. And you can add Detroit/Flint vs. the rest of Michigan, and Las Vegas/Cook county vs. the rest of Nevada to the list.

I'm sure it true for any state with one or two large cities.
