That’s the thing. In military, a junior can’t take the fall unless a more senior does. The commissioned officer was in the photos as well as others. No charges to anyone else in photos not even administrative. Explain that one.

I don’t think that it can be explained in rational terms. An executive order requiring any JAG involved in the prosecution of a combat violation must himself/herself spend a couple of years in a frontline combat position might be helpful. It would probably curtail a few needless, unnecessary (AKA maniacal) prosecutions.
