Out of district money should be illegal. It dilutes the actual representation. A district rep is supposed to represent that district not others. Why not allow out of district people to vote there?

Agreed. If there were to be a new constitutional amendment, it should be written that candidates must reside in the districts they will represent, and campaigns must be financed by citizens of that district. Leftists will go around, however, by setting up false residencies. Comes down to FEC enforcement.
Another law we need would restrict the leadership of FEC. Must be shared, rotated frequently, or leader must have NO political connections at all. I don’t know what would work best, but FEC is just another arm of DNC and has been for decades.
