Simple: the the government may not want to actually do business with a company which has questionable leadership, especially if the questions arise around financial matters - does not matter what the design might be. Can the Gov risky our money with a company with shady finances?

And they are not accusations in the case of two of the kids, but convictions. It is only the current CEO that could be shady - and, from the looks of him, I wouldn't trust him as far as I could throw his obviously fat ass.

What does that have to do with a wall design that is far superior and far more durable than what is now being built?
