Any security expert will tell you that. There is no such thing as an impenetrable barrier. They exist to deter and to slow down the more determined until the enforcers arrive.

I wonder if they have monitoring equipment with those walls. Cameras, sensors, etc. I thought they were supposed to part of the package.

“The Wall” is not merely steel and concrete. It is also equipped with sensors along its length, not always detectable to the determined wall-crasher, and together with overhead drone surveillance, these breaches are located relatively quickly. That is what the agents along the wall are best equipped to do, catch the breaks before a flood comes pouring through.

Think of it as the dikes surrounding the Netherlands, that keeps back the sea, and allows for below-sea-level living. Only constant vigilance keeps the sea at bay.
