Well that’s going to be up to Assad and Putin regarding Syria. We already know that Putin doesn’t much care for Assad, as well Erdogan. However he does what he has to to get along with them as border nations and promote his oil lines ambitions.. Putin well knows that oil lines ‘hardwires’ nation states and he likes that as a leverage tool...He will only rebuild where it affects his bases and interests. Otherwise Assad’s going t have to find the funds from other eastern nations.
I suspect all this cash that’s been flowing for the refugees will find it’s way to Assad to rebuild some of it.
