Lebanon is, I believe, aligned with Iran and allows Hezbollah to operate within its borders and attack Israel. But this is guess work based on limited 'browsing' the Internet.

There have been attacks on Israel from Lebanon.

You are partially correct, and partly incorrect. Hezbollah, which if not Iranian controlled, is heavily influenced by Iran, is based in Lebanon. They have a strong power base by providing services to the Shia/Allawite population in Lebanon.

The Sunni and Christian populations are not thrilled by this, but there has been no appetite for another civil war, so Hezbollah has significant influence in the Lebanese government. Now however, two forces are at work: 1) Hezbollah has been severely weakened by its heavy involvement in the Syrian Civil War, Iran bled them dry to support Assad. 2) The Lebanese discontent has spilled into the streets in the form of protests.

It looks like Mr. Trump has decided to step back and see what happens next.

Hezbollah allows the civilian government to exist. not the other way around. Hezbollah has the battle seasoned troops and arms to make the regular army look like kids on parade. That the Civilian gov cannot rule and Hezbollah has too mush power are two of the reasons there are riots and protests in the streets.

Giving anything to Lebanon is like giving that directly to Hezbollah to be used to put down protests, by more arms from Iran and attack Israel.

Currently there seems to be some sort of ‘understanding’ that allows US and Israeli planes to operate in Lebanese air space.
