A heroin addict with nearly 20 arrests to his name allegedly dragged a cop along a busy Bronx street while fleeing a traffic stop, forcing another lawman to shoot him and a jury just handed him an $11 million payday, The Post has learned. Raoul Lopez took the city to court over the harrowing 2006 run-in that left him partially paralyzed on his right side, and was awarded the eight-figure sum by a Bronx jury Tuesday. Lopez, 27 when the encounter happened, was in the midst of a two-week-long bender and had just scored his latest fix on Feb. 1, 2006, when he rolled through a stop sign at East 169th Street and Grand Concourse, a city lawyer wrote in papers filed in the Bronx Supreme Court case. Sgt. Philippe Blanchard and Officer Zinos Konstantinides pulled Lopezs Honda to a stop shortly before noon and ordered him to kill the engine, but he refused to comply, according to the filings. Instead, when Konstantinides reached inside the car to make a grab at the keys, Lopez hit the gas, dragging the cop into traffic along bustling Grand Concourse, the documents said. Fearing that his partner would be maimed or killed if he did not take immediate, forceful action, Blanchard fired a single shot, striking Lopez in the neck, the city wrote in the papers. The wound left Lopez in Lincoln Hospital with a litany of injuries detailed across two-and-a-half typed pages in his own lawyers filing, including partial paralysis to the right side of his body. But Lopez fared better in court, ultimately winning an acquittal on a criminal assault charge, while Blanchards potentially life-saving action was deemed not within department guidelines in an internal NYPD review.

In this instance I agree with the officer shooting the junkie dragging another officer with his car. Thats assault with a deadly weapon, plus under the influence.

Don’t blame the jury. Blame NYPD Internal Affairs who ticketed the partner with a rules violation. Beyond stupid. NYPD cops don’t even have a civilian’s right to self defense?

The clue to the answer is in the story. "Bronx" jury. It's just payoff to one of their homeys and the judge should have set the verdict aside. Wouldn't surprise me if the judge were also one of their homey's too, though. Sort of a stacked court room.
I really would not want live in a city that has people who make up the jury pool with such unsound judgement.
Unless there is missing chapter to this story, the NYPD administration appears to be the root of the problem. I can't figure out why any honest law enforcement officer would be willing to put their life at risk in one of these liberal-cesspool cities.

If we can have leftist judges that rule against America and Americans, is it so far fetched to think a jury from a pool of a million could all be the same thing only different?
Our problems as a nation go deep and the common denominator in American society is the public school SYSTEM.
Which has been at it since the fifties ....
They started "getting it" in the 60's and have perfected the indoctrination so well that the school boards are made up of the same people that don't feel smart enough to teach their own children, so they send them to the exact same brick and mortar that indoctrinated THEM into feeling too stupid to teach their own kids.

Well it says tried by a jury of your piers! So maybe they were illegals. Was he?
We also have laws that say if you commit a crime you can't profit from the crime by writing a book.
We need a law saying if you're involved in a crime and you are injured, you have no legal right to compensation.
