The purpose of protecting the name of any “whistleblower” is to protect him from retribution by his management. It is, of course, impossible to preventing his management from knowing his identity if the public is aware of it. Other than that, there is absolutely no reason to avoid public release of his identity.

This is a case where his management is fully aware of his identity,and yet his name is being withheld from the public by the Fake News media (That includes YOU, Fox News).

Several U.S. officials told RealClearInvestigations that the invitation that was extended to Ciaramella, a relatively low-level GS-13 federal employee, was unusual and signaled he was politically connected inside the Obama White House.
Former White House officials said Ciaramella worked on Ukrainian policy issues for Biden in 2015 and 2016, when the vice president was President Obama's "point man" for Ukraine.

Because that October meeting with the Italian PM, Brennan, Comey, etc was right before David Corn's article was published...and Corn was the reporter who launched the Plame Name Game impeachment conspiracy against Cheney that ended up fizzling with only the unfortunate Scooter Libby.
