Schiff should be charged, but isn't there a rule that any politician in their respective chambers, can break any law and cannot be charged for it?

Any law like USC Title 18 sub 1001 would be imbued with (a) the foregoing precedent that you have mentioned; but (b) that any USC obtains to preclude that ongoing precedent.
