There will be a special election. Different states allow their governors leeway in picking the date of the special election. Don’t know CA’s rules. There are no appointments to the House.

So, nobody can be appointed to the seat? It’s too close to this year’s election I suppose. Good, they’ll be one down for a bit at least.
