They should just shut down all power to the state for the months that fire is a hazard. The residents can use batteries and go green.

It should be even easier than that. Since high winds are expected, why not just switch everything over to wind power?
Call me a dreamer. But I envision the day when every building in California has one of those Dutch-style windmills on the roof.
