I think that if/when she gets into the race, she will first make deals with the other candidates, promising them all some powerful jobs in her administration (as well as under the table bribes/cash).

So, when she gets in, they’ll mostly bow down and throw their support her way.

That, and they worry about Arkanacide.

If she does get in, then any attempt by the Trump administration to uncover the Clinton shenanigans in 2016 in Ukraine become "digging up dirt on a political rival." She may think of that as a good reason to get into the race even if she doesn't expect to be the nominee.

Plus it might cause donations to start to flow to the Clinton Foundation again.
