Federal officeholders -- congressmen and senators -- cannot be recalled. This has been litigated in federal court (1967, Idaho, Frank Church) and state court (2013, New Jersey, Robert Menendez).
Federal officeholders can only be removed by defeat in an election, death, resignation, or expulsion by a two thirds vote of the House in which the officeholder was a member.
