These are _nasty_.
16% of the total delegates who cannot vote on the first ballot in a contest still in doubt, but can vote if there is a second ballot.
Given the proportional nature of the delegates under the new rules, it makes it more likely that the superdelegates (and a second ballot) will be needed.
Like most “progressive reforms”, this means that the insiders don’t have power unless they need to—and their power (and candidate they support) can remain secret!

At this point the most likely scenario is that Warren wins Iowa and NH, and then slowly swamps the other candidates and gets the majority of delegates.
