1- Gov't doesn't KNOW "who" owns ARs.
2- Any efforts to force registration or ask for voluntary turn-in will have less than a 20% success rate.
3- LEOs would be very hesitant to enforce any such confiscation order. (More so after the first week of any wide spread attempts.)

That can take a lot of forms.
