Same reason they blamed George Bush about not having up armored humvee which they did not care about but could use as a club against him and any republican. They never said anything about the million people dead as a result of obama decisions.

You're right. The manufactured outrage isn't because pulling back was the right or wrong thing to do. It doesn't matter what President Trump does. He could order ice cream for dessert and the anti-Trump leftists, MSM, et. al. would scream to high heaven that he was abandoning bakers. Next day he could order a piece of cake and these self-same entities would proclaim loud and long Trump had abandoned dairy farmers. If he wears blue, they'll say red is the power color. If he wears red they claim he's impotent and looking for power from clothing. He could go to one of the talking heads, ask "What should we do about X?" Then go and do exactly whatever was suggested. The very next day that talking head would be castigating the President at length - for doing the very thing recommended.

In other words, it doesn't matter what President Trump does or says about anything at any time - in their eyes it is the wrong thing, period. It is wrong because it is President Trump doing/saying it.

The net effect of this is the leftists and MSM are worthless - even to their supporters. They don't really have a position on anything, just anti-Trump.
