The committee doesn’t believe they need a house vote.
The Repub reps tried to get them to go for a house vote but the bill was rejected with a list of past occurrences as to why they didn’t need the house to do what they are doing. The comittee IS the house as far as the demonrats are concerned.
They may not need a house vote for a full impeachment either...Just a committee vote...
