Schiff has usurped the role of Independent Counsel. Even Jaworsky, Starr, and other special counsels were appointed through the Justice Department.

A Special Counsel investigation may be conducted like the Court of Star Chamber, but Impeachment Inquiries by the U.S. House are public hearings. How else can a FOIA request be honored?

Schiff needs to be required to call for another Independent Counsel to investigate “Ukraine.” Imagine the backlash if they wasted yet another $20-odd million on yet another witch-hunt? But that’s the legally-accepted way to do the secret hearings, etc.

Impeachment inquiries in the house are whatever the house says they are. The only Constitutional requirement is a vote on the actual impeachment.
