What you describe could be Seattle, San Francisco, Los Angeles and to a lesser degree, other cities up and down the West Coast.

The television film report by KOMO in Seattle, "A Tale Of Three Cities", documents the degradation, drug use, filth, homelessness, mental illness and now the third-world diseases, petulance and unsanitary conditions that are rampant in those three cities.

And the inability of the city leaders to take action to correct the problems, making it get worse and worse all the time. The leadership enables the problems and can't bring themselves to change course.
