He may be a US citizen, like all children born abroad he has a file, we need to see it.
Cruz was born in Canada and he has never produced the standard US Government Form that substantiates he is an American citizen with US parent(s).
Allegedly, BOTH his parents had become Canadian citizens at the time of his birth and why the US form was never obtained.
Regardless, it is up to Canuck Ted to prove he is a US citizen...IF he can.
