Seems to me that the position is more libertarian than conservative. Conservatives aren't calling for a nanny state but they aren't calling for the almost total elimination of restrictions, either.

Who IS calling for the almost total elimination of restrictions? State legalizations of marijuana provide for licensing requirements on retailers and growers, much like is done with alcohol.
