Interception of radio signals from the surface by satellites is trivially easy. Precise location of the transmitter is likewise trivially easy.

I think I recall that Voyager 1's transmitter is like eleven watts or some such ridiculously tiny amount. That thing's like a dozen bazillion miles away. We're still receiving.
