Having read both, the memo reads like someone who did indeed get a fragmentary/gossipy description of the call from someone whose job was NOT to understand such diplomacy, did not understand the subjects, and is of a political persuasion which is justifiably terrified at where that call will rightfully lead.
Not only is the “whistleblower” in serious trouble, but so is the twit who gave him the gossip while knowing it’s presumed secret.
