To be precise, the WB complaint forms always allowed first and second hand information. Both forms have the checkbox for first and second hand. But the old form came with the instructions that the complaint cannot be considered urgent by the IG without first hand informaiton. Those instructions were deleted in the new form. The urgent designation is important because that gets it to Congress quickly.

So it seems to me the IG purposely changed the “urgent” part of the form in order to expedite it to schiff. Sounds like the IG is behaving like Comey.
