States rights issue?
What States rights? Those went away in 1865.
In this case, perhaps so. However, the statue of Robert E. Lee that was removed from display in New Orleans was on the National Register of Historic Places - protected by a federal law passed in the 1960s.
Another case of selective enforcement, I guess.
