The mistake being made is the community not throwing the higher court’s decision back at the district judge defying that ruling and telling him that if he himself needs to try to get the higher court to reverse it’s decision. It isn’t up to the community to disregard what a higher court said, it is up to the district judge to try to get a reversal from the higher court so that the community is then forced to do what the lower court says, not what the higher court had previously ruled on.

(a)Generally. Subject to the provisions of this section the creating of any unreasonably loud, disturbing and unnecessary noise is prohibited. Noise of such character, intensity or duration as to be detrimental to the life or health of any individual, or in disturbance of the public peace and welfare is prohibited.

It's good to know that.
However, the person bringing a noise complaint would generally be the neighborhood resident/business whose life or commerce are being disrupted. In this case -- having seen the attitude of the police at similar junctures--- I very much doubt they would let us, the pro-life vigilers, bring a complaint against these maenads with their bullhorns, who are acting on behalf of the clinic itself.
