Home rule is a failure. Congress needs to take over.

They don’t have time to worry about illegal criminals...They are too busy trying to impeach the best president EVAH!!!!!
The U.S. Senate can simply ban the federal payment that is made to D.C. each year if full cooperation with all federal agencies is not provided. The failure is not in home rule but in the Republican cowards that control the senate.
I guess you can say Congressional rule is a failure.
