The Greeks had bureaucrats, the Romans had them, the Chinese, the Mongols and heaven help protect the Czar from them.
Every government need bureaucrats but forgets to rotate them out every 50 years.

The Greeks had bureaucrats, the Romans had them, the Chinese, the Mongols and heaven help protect the Czar from them. Every government need bureaucrats but forgets to rotate them out every 50 years. In the early years, before civil service, the federal bureaucracy would be mostly replaced with every change of administration. It helped keep things under control.
We also need to limit the offices needing Senate approval to just the cabinet secretaries, and maybe their immediate subordinates. Three years in, and Trump STILL has mostly Obama holdovers running things.

Hell, the Brits produced a TV comedy on this very subject four decades ago. You could have seen from reruns on PBS what was going to happen.
