At this point the DEMOCRATS are trying to criminalize every action the President makes.
She has no legal authroty in directly ordering the White House to do anything; Separation of Powers.
Federal judges have power over states and federal agencies in certain circumstances.
Regarding the latter, the WH has authority to appeal any federal court ruling that imposes an order on its executive branch federal agencies.
The plan is obvious.
They know that there is no way of enforcing this order because of the separate but equal concept.
But they do know that they can cause the leaders of governments to fear talking to President Trump and that is their intention.
They intend to cripple his ability to fulfill his duties as president.
Preserving diplomatic records is standard operating procedure in most American administrations.
Not so much under Obama with deleted emails, smashed phones, hacked computers and missing laptops.
IIRC Trump has the authority to release those if they've not been erased.

When a low level judge issue a nationwide ruling, especially going against a Trump executive order, Pres. Trump ought to reply that they will continue enforce the order until SCOTUS rules one way or the other on it.
