The AP story I read called the second person a “whistleblower” and then in the next paragraph indicated that this person had not yet filed anything the the IG. You could be a person with a complaint, a grudge or a dispute, perhaps, but for these purposes you are not a whistleblower until you file a complaint or report under the whistleblower law(s). Of course the AP knows that, yet doesn't care.
