Manafort has a history of getting commitments for delegates, going back to Gerald Ford in 1976. He worked for Reagan's 1980 campaign and white house as well as GHWB.

At the time he was named campaign chairman for Trump, delegates were being "stolen" by the Cruz campaign. Manafort was hired to keep them in line until the convention to vote for Trump as they had been elected to do.
