Arthur Seyss-Inquart was a Jew-hating fiend. Not only did he aggressively deport Jews, after the Allies occupied part of the Netherlands in 1944 and it became clear the Dutch hated the Nazis and wanted the Allies to take the country he adopted a policy of deliberately starving the population. The result was the Hongerwinter or Hunger Winter.
He's the same one who made the Anschluss possible in 1938. The Austrian Nazis were even worse than the German ones.
Interesting little tidbit...
Audrey Hepburn spent her childhood in the Netherlands during the famine and despite her later wealth she had lifelong negative medical repercussions. She suffered from anemia, respiratory illnesses, and edema as a result.
