It must be that Trump is so busy that he’s delegating the nomination process to someone that is not actually on the team. Who could that be? The head of any agency never gets involved in personnel selections at lower levels. They just are far too busy performing their own job! There are countless backstabbers in any organization and as government employees, their "protections" are countless, particularly at the career SES Level!
