I don’t know about that. Rice was just trying to leave a record that it was a counter-intel investigation so that the lies told could not be prosecuted as lies (disinformation) are allowed in a counter-intel operation.
Whether Rice knew or not depends on the ORIGINS of the Russia-Collusion story and that story starts in Ukraine.

That is really shady of them to do a counter intel op. Which proves they were just wanting to spy on Trump.
And to me the real proof is they never warned Trump or anyone in his campaign that they were a target of Russia. And that’s because they weren’t. It was just used to spy on him.
