Not how I read it. They are classified now to prevent their distribution, their leaking, I suppose this is the reason.

Which is unfortunate. EVERY SINGLE person that directly emailed or was emailed from the Clinton server should at the least be investigated. @clintonemail.net? That is OBVIOUSLY not a government email, so why would they be doing any business on it? Yet none of those 130 (and probably more) reported anything about they have a suspicion something was wrong? They're all complicit in it!
