EVERY Congress has the power to make its own rules.

It’s in the Constitution.

Read it.

The Constitution does not address tradition, at all.

Just like the Senate can get rid of the filibuster with a simple majority vote. And then re institute again via the same process and threshold.

Every subpoena issued by either body under whichever rules it is operating at the time, is valid...as long as it’s done by simple majority vote.
