It takes enriching several tons of material at least I believe.
It’s not easy to do and involves a lot of quality control effort.
Governments can enrich enough uranium, but for individuals and small groups it is not feasible.

I’m not a nuclear engineer.
A country probably just has to run the uranium through enough times to get the bomb grade quality desired.
If Iran can go to .7% to 3%, it can go to 3% to 12%, and from 12% to 48% and then from 48% to say over 90%.
The percentage as a practical matter must be high enough for the bomb to be deliverable by a rocket or airplane.
A lower percentage could be used in a ship/submarine carried bomb.
The percentage must also be high enough for an explosion rather than a bomb casing meltdown.
Getting a higher percentage is probably easier than the work needed to get to merely 3% since less material has to be processed.
Expect a nuclear blast in Iran or an Israeli air strike.
