“I want you to make up dirt on my political opponent, understand? Lots of it,” he continued.
“On this and on that. I’m gonna put you in touch with people and not just any people,” he continued, affecting an accent meant to resemble Trump’s. “I’m going to put you with the attorney general of the United States, my attorney general Bill Barr. He’s got the whole weight of the American law enforcement behind him.”
“And I’m gonna put you in touch with Rudy, you’re gonna love him, trust me,” Schiff said, still avoiding any real quotations from the transcript. “You know what I’m asking, so I’m only going to say this a few more times, in a few more ways. And by the way don’t call me again. I’ll call you when you’ve done what I’ve asked.”
Schiff said of his made-up conversation, “This is in sum and character what the president was trying to communicate.”
Republican lawmakers slammed Schiff for making up the conversation entirely, instead of going off the transcript of what was actually said between Trump and Zelensky.
Rep. Mike Turner (R-OH) called the statement “fiction”:

We need some good libel laws in this country. State a lie in the media and YOU GO TO JAIL. Isn’t there some ethics code that would keep a congressperson from doing this, if not why doesn’t a republican do exactly as Shifty did...make up what Trump meant to say, including Hillary’s server, etc?
I get the feeling a lot of these Dem politicians are relying on Beavis and Butthead Millennials for political advice. Just because someone graduated from an Ivy League school and has social media acumen doesn’t mean they understand American politics. The average American voter is not impressed by snarky repartee or Twitter stunts. I think this will come back on them.

Nunes alluded to Schiff’s punked phone call from a supposed Ukrainian where he was asking for nude photos of POTUS. He should have just called him out directly as in:

If Schiff had made that statement as a sworn witness before his own committee, he could go to jail for lying to Congress.
