Because it isn't a report, its a set of talking points and what amounts to a brief in support of the seditious leftists from the deep state. The "report" starts with conclusions and then invents all kinds of arguments to support them, even though most of the arguments are like "everyone agrees" or "other people also thought what I thought". And much of the "facts" are just citations to media stories - which like the whole fake Russia investigation could well have been planted by the very people drafting the "report".
The "report" is no different than what Steele and his DNC and Obama administration partners cooked up during the 2016 campaign.
Perhaps the most interesting part is footnote 1 where the author (which is probably really the anti-Trump team at Langley, or Dept of State, or Romney's office) tries to justify how reporting the contents of a then classified phone call is not disclosing classified material.

The transcript report was made by the White House. If one does not trust the President, as the Dems clearly dont, why would they trust the transcript made by the Presidents minions? The whistleblower is alleging that the transcript was doctored to hide the Presidents transgressions.
