The prior regime under Ukrainian President Viktor F. Yanukovych tried to tip the election in Hillary's favor. Very convoluted switching of loyalties and emphasis of who benefited and who did not are touched upon here, with the blame subtly shifted to Paul Manafort only after the fact.

The current government of Ukraine finds itself in a very strained place, being held accountable for things that happened under previous governments.

Sort of like trying to blame Trump for malfeasance of office that occurred under the Obama regime. Oh, right, they are already doing that, too.
