That's what I was thinking. They are going forward with an "impeachment inquiry" - not the same as actually introducing articles of impeachment. This buys Nancy time with their far left base, and they think it gives them an issue going into the 2020 election.
Also, they know that RBG is going to go slab surfing any time now. When she does, the mantra will be "We cannot go forward with any Supreme Court nomination submitted by the president while he remains under an impeachment inquiry."
