I saw it in 1983 and it had the level of the arm. We saw it 2 years ago, so 34 years later, and not lots more is done. There are however many areas to spend money built up around the site now, including an exorbitant parking fee. I guess it won’t be done in my lifetime, but they will sure have collected a boatload of money over the xxx# of years they have been working on it.

I remember a photo of that in LIFE Magazine, along with a large feature article, probably early 60’s.
